Regular City Council Minutes - 06/16/03 <br />Minutes -Page 3 <br />DeWenter, Viere, Ltd. <br />Councilmember Maschka left the meeting momentarily <br />from 6:19 p.m. until 6:21 p.m. <br />Finance Director Chris Miller introduced Matt Mayer of <br />the City's independent auditor firm, Kern, Dewenter & <br />Viere to review the highlights from the Management <br />Letter of the 2002 year-end financial report. <br />Mr. Mayer reviewed comparisons between 2001 and 2002 <br />for General Fund revenues and fund balances; tax capacity <br />rates and tax comparisons; annual Debt Service payments; <br />nationwide bond rating comparisons; activity of the City's <br />enterprise funds (sanitary sewer, water, golf, solid waste <br />recycling, storm drainage) with most funds remaining <br />stable, but continuing to show declining assets); and noted <br />a reconunendation that a statutory language provision in <br />construction contract language regarding payment of <br />subcontractors be included in future contracts as <br />appropriate. <br />Mayor Kysylyczyn interrupted the presentation to address <br />applicant and audience member Daniel Peterson <br />regarding Consent Agenda Variance Request Item XI. C. <br />entitled, "Approving Daniel Peterson's Request for a <br />variance at 345 South Owasso Boulevard (PF 3484). " <br />Mr. Peterson requested whether his continued attendance <br />was necessary at the meeting, and had several questions <br />regarding "Save Roseville " signs, to which Mayor <br />Kysylyczyn responded prior to Mr. Peterson leaving the <br />meeting. <br />Councilmembers commented on and sought clarification <br />from Mr. Mayer on several items in the report. Items of <br />note included in the discussion included Councilmember <br />Schroeder's correction on Page 110 of the report regarding <br />the percentage of voters in November of 1999; and Mayor <br />Kysylyczyn's comments regarding unfunded liability <br />related to volunteer Fire Relief Association funding <br />policies as detailed on Page 68 of the report. <br />
