Regular City Council Minutes - 06/16/03 <br />Minutes -Page 33 <br />into the mailing list for Council agendas under Chapter <br />13D. <br />City Attorney Squires spoke to the provision under Open <br />Meeting law where newspapers and individuals can file a <br />request to be included on an emergency meeting <br />notification list; and suggested a similar program could be <br />developed for voluntary inclusion on the list for residents; <br />with staff determining costs associated for further Council <br />direction. <br />Dr. Richard VerHagen, 176 South Owasso Boulevard <br />Dr. VerHagen expressed confusion regarding the entire <br />issue and requested action, opining that the previous <br />Council comment was related to cost efficiencies, and <br />their rationale for choosing the Pioneer Press, rather than <br />the Roseville Review. Dr. VerHagen stated that he had <br />taken the initiative to contact both newspapers following <br />the Council's earlier decision, and the Roseville Review <br />had agreed to match or underbid the Pioneer Press <br />proposal. Dr. VerHagen opined that since the Pioneer <br />Press continued to report community news in a less than <br />favorable manner, why reward them with publication of <br />legal notices. Dr. VerHagen requested that free legal <br />notices be provided to anyone making the request; and <br />demanded his receipt of the notices, as required by law, at <br />no expense to him. <br />Discussion included bidding laws versus proposals; levels <br />of services and reliability of coverage; and editorial policy. <br />Councilmember Klausing requested that staff be given <br />direction, and then continue with the next agenda item. <br />Councilmember Schroeder recommended that there be no <br />cost to residents for receiving legal notices; that other <br />alternatives were available, rather than them buying . a <br />newspaper; and appointing the Pioneer Press as the City's <br />official newspaper for 2003 was determined by the <br />Council; and that this should be the Council's immediate <br />focus, and take all items into consideration in the decision <br />for 2004. <br />
