Regular City Council Minutes - 06/16/03 <br />Minutes -Page 36 <br />Mayor Kysylyczyn expressed his support of the signage. <br />Roll Call <br />Ayes: Kough and Kysylyczyn. <br />Nays: Schroeder, Klausing and Maschka. <br />Motion failed. <br />D. Hear a Report from the City Attorney about a Ramsey <br />County Lawsuit and Consider the Purchase of <br />Aeration Equipment for Roseville's Compost Site <br />Klausing moved, Maschka seconded, acceptance of the <br />low bid from MacQueen Equipment in the amount of <br />$78,050 for the purchase of compost aeration equipment. <br />City Attorney Squires referenced the legal opinion <br />provided by City Attorney Anderson and related <br />corrlments included as part of the Council Agenda packet, <br />related to pending litigation faced by Ramsey County and <br />impacts on the City's purchase of similar equipment. It <br />was the opinion of the City Attorneys that the case was a <br />nuisance lawsuit driven by particular facts of that situation <br />and not relevant to the City's consideration equipment <br />purchases. <br />Public Works Director Schwartz reviewed the staff <br />request, addressing the difficulty in obtaining and timing <br />for contracted services to aerate the compost piles, <br />affecting the quality and odor of the compost and impact <br />on the neighborhood; and recognized the expense of the <br />equipment and its anticipated 10 - 12 year life span in <br />addition to maintenance. <br />Councilmember Kough referred to research he had <br />performed on the equipment purchase, and the need to <br />attaching the equipment to a front-end loader, further tying <br />up that piece of equipment and manpower; opining that it <br />was undersized for the amount of compost at the City's <br />site. <br />Councilmember Klausing clarified several perceptions <br />with Mr. Welsch regarding the frequency of turning the <br />Hear a Report from <br />the City Attorney <br />about a Ramsey <br />County Lawsuit <br />and Consider the <br />Purchase of <br />Aeration <br />Equipment for <br />Roseville's <br />Compost Site <br />
