Ms. McCarthy recognized <br />the investment that Roseville Properties had made in their <br />buildings; and concurred with Councilmember Maschka's <br />proposal for expanding the proj ect area, which would <br />provide more illumination and continuity for her property, <br />as well as enhancing the upgrading of the area initiated by <br />Roseville Properties. <br /> <br />Councilmember Kough <br />assessment costs; with <br />accordingly. <br /> <br />requested clarification of <br />Ms. Bloom responding <br /> <br />Councilmember Schroeder reviewed the number of light <br />fixtures proposed by Excel Energy, opining that there was <br />not a need for the proposed number of fixtures; and <br />expressing his lack of support in the eventual burdening of <br />taxpayers for this ownership and operational expense. <br /> <br />Councilmember Klausing expressed his willingness to <br />concur with the consensus of fellow Councilmembers on <br />this issue. <br /> <br />Mr. Schwartz reviewed the twenty-two (22) ornamental <br />lighting projects requested within the City since 1970; the <br />twenty (20) installations approved, some in conjunction <br />with streetscape improvement projects; and recommended <br />review of the City's policy that was developed in the <br />1970's and refine it to create uniformity. <br /> <br />Mayor Kysylyczyn stated he would be voting in support of <br />the motion to deny; opining that this issue needed to be <br />addressed with a Special Service District (SSD) and a plan <br />developed that would consider long-term cost issues. <br /> <br />Roll Call <br />Ayes: Schroeder, Maschka, Klausing, Kough and <br />Kysylyczyn. <br />Nays: None. <br /> <br />Maschka moved, Kysylyczyn seconded, directing staff to <br />review the scope of the area (including B-2 and the <br />
