City Attorney Anderson outlined language to clarify the Council's intent to propose directing staff to draft a resolution that would provide the City to make contributions for employees unable to work due a to serious medical condition as defined under the FMLA. The authors of the motion and Councilmembers concurred. Discussion items included FMLA guidelines and standards to determine the definition of catastrophic illness; maximum exposure that could be realized by the City; availability and possible need of an aggregate stop loss policy; City Manager's authority to determine whether a position is an essential core position; and avoidance of discrimination. Kysylyczyn withdrew his initial motion and moved, with Kough seconding directing staff and City Attorney Anderson, at his earliest convenience, to research and provide information on language for a proposed resolution that could extend benefits to employees that would relate to payment of premiums for group health covering during a period of time they are still classified as employees; no longer paid; and under some kind of medical condition that prevents them from working; and providing a rough estimate of the City's potential cost exposure. x.
