<br />Regular City Council Minutes - 07/21/03 <br />Page 4 <br /> <br />Mayor Kysylyczyn requested comment from audience <br />member, Al Sands regarding past City TIF practice <br />regarding relocation of homeowners for a redevelopment <br />proj ect. <br /> <br />AI Sands, 2612 Aldine Street <br />Mr. Sands responded that the project referred to by Mayor <br />Kysylyczyn was a residential to commercial project, and <br />therefore generated sufficient profit for relocation costs. <br />My understanding as well, going from residential to <br />commercial- so monies were also there to pay for it <br /> <br />Mayor Kysylyczyn echoed those concerns expressed by <br />Councilmembers during discussion; and stated that his <br />decision for making a favorable judgment for the <br />developer was partly based on his specific question of the <br />developer when previously before the City Council <br />regarding any need for public financial assistance, with the <br />developer's response being negative. <br /> <br />Mr. VanSlyke advised that in his conversations with a <br />majority of current tenants, their preference would be to <br />remain in the community based on their existing customer <br />base. <br /> <br />Mayor Kysylyczyn summarized Council consensus to not <br />support the request to proceed with use of TIF funding at <br />this time. Mayor Kysylyczyn encouraged the developer to <br />return provide additional material to the Council at their <br />discretion for further consideration, but reiterated the <br />Council consensus to not proceed at this point. <br /> <br />Councilmember Maschka questioned whether the Housing <br />and Redevelopment Authority (HRA) could provide <br />assistance to the project. <br /> <br />Community Development Director Welsh responded that <br />involvement would need to be through a Redevelopment, <br />rather than a Housing Tax Increment District, thus <br />requiring City Council, not HRA processing. <br />
