Regular City Council Minutes - 07/21/03
Page 4

Mayor Kysylyczyn requested comment from audience
member, Al Sands regarding past City TIF practice
regarding relocation of homeowners for a redevelopment
proj ect.

AI Sands, 2612 Aldine Street
Mr. Sands responded that the project referred to by Mayor
Kysylyczyn was a residential to commercial project, and
therefore generated sufficient profit for relocation costs.
My understanding as well, going from residential to
commercial- so monies were also there to pay for it

Mayor Kysylyczyn echoed those concerns expressed by
Councilmembers during discussion; and stated that his
decision for making a favorable judgment for the
developer was partly based on his specific question of the
developer when previously before the City Council
regarding any need for public financial assistance, with the
developer's response being negative.

Mr. VanSlyke advised that in his conversations with a
majority of current tenants, their preference would be to
remain in the community based on their existing customer
base.

Mayor Kysylyczyn summarized Council consensus to not
support the request to proceed with use of TIF funding at
this time. Mayor Kysylyczyn encouraged the developer to
return provide additional material to the Council at their
discretion for further consideration, but reiterated the
Council consensus to not proceed at this point.

Councilmember Maschka questioned whether the Housing
and Redevelopment Authority (HRA) could provide
assistance to the project.

Community Development Director Welsh responded that
involvement would need to be through a Redevelopment,
rather than a Housing Tax Increment District, thus
requiring City Council, not HRA processing.
