<br />Regular City Council Minutes - 07/21/03 <br />Page 5 <br /> <br />Further discussion included potential alternatives for <br />reducing lease fees in the new building and assisting the <br />proj ect' s frui tion; and whether the Ci ty Council was <br />supportive of any public financial assistance in the <br />creation and/or promotion of additional senior housing. <br /> <br />At the prompting of Councilmember Maschka, <br />Councilmembers concurred to direct staff the provide <br />alternatives to Council in the form of a staff report, <br />excluding tax increment financing, for possible revenue <br />sources to assist in the proj ect. <br /> <br />B. 2004 Budget Targets and Scheduling Council and <br />Public Review Sessions <br />Finance Director Miller reviewed staffs work to-date on <br />the preliminary 2004 budget; seeking additional comment, <br />requests, or revisions to target spending from the Council <br />for incorporation into the budget documents presented for <br />Council review; and requested Council concurrence on the <br />dates for review of the budget documents. <br /> <br />Councilmember Kough expressed his desire to have staff <br />present a specific line-item budget within existing <br />departments, allowing for comparison between 2002 and <br />2003 budgeted and actual expenditures. <br /> <br />Mayor Kysylyczyn reminded the public that taxes would <br />be increasing due to the voter-approved referendum for <br />Public Works and Public Safety building construction <br />projects; but would be noted as a separate line item of each <br />tax statement. <br /> <br />Councilmember Maschka advised of his inability to attend <br />the August 6, 2003 proposed meeting, but encouraged <br />Councilmembers to proceed with discussion in his <br />absence. <br /> <br />Mayor Kysylyczyn opined that he was not prepared to <br />proceed with establishment of a meeting schedule until his <br />initial review of the budget documents prepared by staff, <br /> <br />2004 Budget <br />Targets and <br />Scheduling Council <br />and Public Review <br />Sessions <br />
