<br />Regular City Council Minutes - 7/28/03 <br />Page 18 <br /> <br />accordingly; $5,300 membership to the National League <br />of Cities and a benefit versus cost analysis. <br /> <br />Councilmember Kough and Mayor Kysylyczyn requested <br />a further study of travel expenses and any further <br />reductions as briefly addressed in the City Manager's <br />summary, specifically those outside the State of <br />Minnesota. <br /> <br />Councilmember Schroeder requested a more detailed cost <br />breakdown from the Fire Department for the proposed <br />addition of three FTE positions as a goal (page 34), and <br />whether it was it incorporated into the department budget <br />or not; and the actual cost of adding a training manager <br />(page 35). <br /> <br />Mayor Kysylyczyn concurred about the training manager, <br />related to a zero percent effect on the budget; and if the <br />position was to provide training in other departments, <br />whether it would be more appropriate that the training <br />manager was part of the administrative structure and under <br />the direct authority of the City Manager, given the multi- <br />department employee status. <br /> <br />Mayor Kysylyczyn sought further information regarding <br />the movement of the Code Enforcement Officer from <br />direct oversight of the Community Development Director <br />to the Executive Director of the Housing and <br />Redevelopment Authority (HRA), and funding from the <br />HRA levy, allowing additional funds for another Planner <br />in the Community Development Department. Mayor <br />Kysylyczyn sought staffs perspective on the need for an <br />additional Planner. <br /> <br />Councilmember Kough expressed his concern regarding <br />proposed increases to the HRA levy, citing public <br />promises made not to increase the levy for a minimum of <br />two years, anticipating transferring funding from other <br />sources already in place. <br /> <br />Mayor Kysylyczyn clarified that the proposed increases to <br />
