<br />Regular City Council Minutes -7/28/03 <br />Page 7 <br /> <br />costs. Mr. Berglund expressed disappointment in the lack <br />of response from all but one Councilmember to his <br />concerns expressed in a previous e-mail to individual <br />Councilmembers. <br /> <br />Mr. Berglund requested Councilmembers consider another <br />option in balancing health care costs for retirees and <br />employees through addition of the Tier single plus one <br />plan, which would provide an opportunity for the City to <br />alleviate this inconsistency for their retirees; and expressed <br />his appreciation to Councilmembers for their <br />consideration. <br /> <br />Mayor Kysylyczyn advised Mr. Berglund that there were <br />not sufficient votes to move forward with the proposed <br />motion, but was hopeful that support was available for <br />consideration of revising the entire system. <br /> <br />Councilmember Kough reiterated his support of retirees. <br /> <br />Sharon Gerber, 1204 West County Road B, 30 year <br />bookkeeper <br />Ms. Gerber opined that the calculations presented by staff <br />were confusing and not factual; and proceeded to review <br />her interpretation of current and projected health insurance <br />rates and the impact to the City, employees and retirees. <br /> <br />Ms. Bacon took issue with Ms. Gerber's interpretation of <br />the figures presented. <br /> <br />Further discussion ensued; and Kysylyczyn withdrew his <br />motion, and Kough withdrew his second. <br /> <br />Kysylyczyn moved, and Kough seconded directing staff to <br />draft a plan analyzing a straight flexible benefit program <br />for Council review, which would discard the 70% rule, <br />discard the term "family," and that the total subsidy not <br />exceed the current City subsidy for single employees with <br />excess monies available for employee-elected use for other <br />benefits; with staff providing recommended uses for the <br />excess funds. <br />
