<br />Regular City Council Minutes - 8/11/03 <br />Page 11 <br /> <br />B. <br /> <br />Consider Use of Ordinance Summaries <br />Schroeder moved, Kysylyczyn seconded approval of the <br />use of ordinance summaries and directed the City Manager <br />to establish a procedure to implement the use of <br />summaries for each ordinance that covers more than one <br />8-1/2" x 11" page, where appropriate. <br /> <br />City Attorney Scott Anderson reviewed recommendation <br />to establish a procedure to consider the use of ordinance <br />summaries for publication, requiring a 4/5 Council vote <br />for approval each time use of a summary was proposed. <br /> <br />City Manager Beets advised that, in the future, an <br />ordinance summary would be prepared at the final reading <br />and enactment, and considered under separate vote. <br /> <br />Councilmember Maschka concurred with staffs <br />recommendation. <br /> <br />Discussion included lack of consensus on specific <br />summaries; with City Attorney Anderson advising that <br />staff would take that as direction to publish the entire <br />ordinance; discretion for use of summaries or full text <br />publication; inclusion of summaries on the Consent <br />Agenda; and State Statute requirements for determination <br />of when an ordinance summary was or was not <br />appropriate. <br /> <br />City Manager Beets cautioned probable public comment <br />regarding depriving residents or interested parties of the <br />entire ordinance; with staff prepared to direct those <br />concerned to other sources for full text documentation <br />(i.e., website; public reference library; City Hall). <br /> <br />Mayor Kysylyczyn reiterated his concern regarding the <br />use of the Pioneer Press as the City's Official Newspaper <br />for 2003; with Councilmember Klausing responding that <br />only four (4) months remained; and when proposals were <br />next sought, Mayor Kysylyczyn's concerns may become a <br />moot point. <br /> <br />Consider Use of <br />Ordinance <br />Summaries <br />
