Consider Use of Ordinance Summaries Schroeder moved, Kysylyczyn seconded approval of the use of ordinance summaries and directed the City Manager to establish a procedure to implement the use of summaries for each ordinance that covers more than one 8-1/2" x 11" page, where appropriate. City Attorney Scott Anderson reviewed recommendation to establish a procedure to consider the use of ordinance summaries for publication, requiring a 4/5 Council vote for approval each time use of a summary was proposed. City Manager Beets advised that, in the future, an ordinance summary would be prepared at the final reading and enactment, and considered under separate vote. Councilmember Maschka concurred with staffs recommendation. Discussion included lack of consensus on specific summaries; with City Attorney Anderson advising that staff would take that as direction to publish the entire ordinance; discretion for use of summaries or full text publication; inclusion of summaries on the Consent Agenda; and State Statute requirements for determination of when an ordinance summary was or was not appropriate. City Manager Beets cautioned probable public comment regarding depriving residents or interested parties of the entire ordinance; with staff prepared to direct those concerned to other sources for full text documentation (i.e., website; public reference library; City Hall). Mayor Kysylyczyn reiterated his concern regarding the use of the Pioneer Press as the City's Official Newspaper for 2003; with Councilmember Klausing responding that only four (4) months remained; and when proposals were next sought, Mayor Kysylyczyn's concerns may become a moot point.
