<br />Regular City Council Minutes - 8/11/03 <br />Page 10 <br /> <br />comment; and agreed with the Public Works and <br />Transportation Commission's rationale that, if the program <br />were continued, that it be done city-wide with no fee. <br />Mayor Kysylyczyn opined that he was leaning toward not <br />supporting continuation of the program, rationalizing that <br />the real estate was too valuable for a compost site; cost <br />and site-prohibitive equipment storage; other alternatives <br />available; and costs of educating the public regarding the <br />purpose and use of the program. <br /> <br />Councilmember Klausing was open to either continuation <br />or discontinuation of the program, depending on Council <br />preference; but opined that consideration of another use <br />for the land was premature for this discussion, given that <br />there were no plans to increase the City's Capital <br />Improvement Program, given current budget constraints. <br /> <br />Councilmember Schroeder opined that he was leaning <br />toward discontinuation of the program from the <br />perspective of allowing reductions in the stormwater <br />utility costs to off-set the solid waste fee; savings in <br />equipment and manpower; and costs of continuing abused <br />of the site by dumping of other materials. <br /> <br />Councilmember Maschka concurred that it may be time to <br />get out of the leaf collection and composting business, <br />given other alternatives available and continuing problems <br />at the site; as well as consideration that it may not be the <br />highest and best use of the property. <br /> <br />Kysylyczyn moved, Schroeder seconded discontinuation <br />of the City's leaf pick up program and closing of the <br />compost site. The motion was later amended by its <br />makers to direct staff to put together a plan to accomplish <br />those goals and return to the next week's regular meeting <br />with a phase out plan and dates for accomplishment. <br /> <br />Roll Call <br />Ayes: Klausing, Schroeder, Maschka and Kysylyczyn. <br />Nays: None. <br />
