<br />Regular City Council Minutes - 8/11/03 <br />Page 8 <br /> <br />A. Roseville Leaf Collection Program and Compost Site <br />Public Works Director Duane Schwartz advised <br />Councilmembers that planning was underway for the fall <br />season, and staff sought Council direction as to the <br />continuation of, comprehensiveness, or enhancements for <br />the City's leaf collection program and compost site. Mr. <br />Schwartz referenced the Public Hearing held in January of <br />2003 by the Public Works and Transportation Commission <br />and their consequent recommendations to the City Council <br />for continuation of and expansion of the leaf collection <br />program at no fee to residents and returning to the city- <br />wide pick up program as had been past practice prior to <br />1997. <br /> <br />Mr. Schwartz advised that, should the Council direct staff <br />to proceed as recommended by the Public Works and <br />Transportation Commission, increased costs were <br />proposed to come from the Stormwater Utility Fund. Mr. <br />Schwartz reviewed several recommended upgrades at the <br />compost site to make the site more user-friendly, easier to <br />maintain, and ecologically efficient (i.e., gate area <br />upgrades; site grading for proper drainage to filter runoff <br />prior to the wetland; improved site screening; hard surface <br />area expansion; and reconfiguration of the bins and site <br />access). Mr. Schwartz relayed the Public Works and <br />Transportation Commission's recommendations for <br />increased environmental adherence and public education <br />in continuing the program. <br /> <br />Mr. Schwartz provided estimated annual program costs of <br />$105,000, based on a five-year average, which included <br />average administrative and operating costs. Mr. Schwartz <br />stated that the City's cost for catch basin and gutter <br />cleaning, estimated at $40,000, was an annual <br />maintenance cost, whether or not the leaf program was <br />continued. <br /> <br />Mayor Kysylyczyn relayed the comments of Mr. Wilke, <br />Chair of the Public Works and Transportation <br />Commission, who had summarized the Commission's <br />consensus that, if the City were going to continue the <br /> <br />Roseville Leaf <br />Collection Program <br />and Compost Site <br />
