<br />Regular City Council Minutes - 8/11/03 <br />Page 9 <br /> <br />program, to make it city-wide with no fee charged, as it <br />was not advantageous if not completed city-wide and in <br />effect, would reduce the equipment and manpower costs <br />per user. <br /> <br />Discussion included alternative methods available to <br />residents for disposal of yard waste; definition of the cost <br />of the program related to the annual maintenance costs for <br />catch basin and gutter cleaning allocated to the <br />Stormwater Utility Fund; Klausing - have we tested where <br />the leaves go - if we don't have a program; cost of <br />managing the compost estimated at $15 - $20,000 for <br />personnel and hiring of a private contractor to aerate the <br />piles; anticipated cost of adequate equipment (i.e., leaf <br />turner at $78,000); consolidation with Ramsey County in <br />use and maintenance of their site, with Mr. Schwartz <br />addressing the accelerating stresses on the County's sites; <br />transfer costs of materials estimated at $4.50 per cubic <br />yard with a projected volume of 15 - 20,000 cubic yards <br />collected annually. <br /> <br />Further discussion included fixed overhead costs that <br />would be retained even if the program were eliminated; <br />equipment costs and storage requirements, and potential to <br />free storage space for other equipment housed off-site at <br />leased storage space; potential taxpayer savings versus <br />service expectations; independent hauler pick ups; <br />evaluation of land use of the compost site, zoning, land <br />value, and site desirability. <br /> <br />Councilmember Klausing opined his desire to receive <br />additional input from the community prior to making a <br />decision on continuation or discontinuation of this public <br />servIce. <br /> <br />Councilmember Maschka questioned the consistency of <br />public opinion, opining comments may be defined by the <br />number and type of trees on individual properties. <br /> <br />Mayor Kysylyczyn opined that the City didn't have an <br />objective source for determining accurate and city-wide <br />
