Regular City Council Minutes - 8/18/03 <br />Page 15 <br />until September 15, 2003 until further information is <br />available. <br />City Attorney Anderson concurred with Councilmember <br />Kough's recommendation. <br />Maschka moved, Kough seconded, continuing the item <br />until September 15, 2003; and extending the sixty (60) day <br />review period; requesting that staff and City Attorney <br />Anderson return with additional information. <br />Councilmember Schroeder opined that tabling the issue <br />was a waste of time and money; that the project appeared <br />to be well-engineered and represented no significant <br />environmental impact; and he was not supportive of <br />putting additional burden on the property <br />owner/developer. <br />Mayor Kysylyczyn opined his indecision in how best to <br />proceed, supporting approval of the preliminary plat, <br />removing language identifying the number of units, <br />anticipating more refinement of the developer's proposal. <br />Councilmember Klausing opined that if the number of <br />units were not identified, the Council was not in a position <br />to determine environmental impact, recognizing the <br />unique situation of the site adjacent to the Nature Center <br />and surrounding wetlands. <br />Councilmember Schroeder reiterated his opinion that the <br />project's density was low, and if it were at a different site, <br />there would be no issue; further opining that too much was <br />being made of this issue's potential for environmental <br />impact. <br />Further discussion ensued. <br />Bob Moser, Architect, Moser Builders of Shoreview <br />Mr. Moser, representing the property owner, advised <br />Councilmembers that prior to making application the <br />developer and he had met with the neighborhood with the <br />
