Regular City Council Minutes - 8/18/03 <br />Page 23 <br />continuation of the leaf collection program; with <br />discussion continuing regarding how best to fund the <br />program if continued; taxes and user fees; and whether it <br />should be voluntary or mandatory involvement. <br />With no consensus apparently available, Mayor <br />Kysylyczyn determined that no action would be taken <br />tonight, and the programs would remain as they currently <br />exist, with a fee for those participating in the leaf <br />collection program. <br />Public Works Director Schwartz requested clarification <br />from Mayor Kysylyczyn on his direction to staff; with <br />Mayor Kysylyczyn responding that the program would <br />remain the same as last year. <br />Recess Recess <br />Mayor Kysylyczyn recessed the meeting at 10:00 p.m. and <br />reconvened the meeting at 10:13 p.m. <br />IXe Organizational Business <br />A.
