Regular City Council Minutes - 8/18/03 <br />Page 25 <br />provided by staff, opining it was totally misleading, and <br />questioned their rationale in providing the material <br />entitled, "Roseville Recycling Rate Comparison." <br />Recycling Coordinator Tim Pratt <br />Mr. Pratt attempted to defend staffs due diligence in <br />researching the information presented; reiterating their <br />concerns for implementation of asingle-stream process in <br />Roseville without a pilot program being observed. Mr. <br />Pratt expressed continuing staff concerns regarding lack of <br />cost savings to residents; facility operations being <br />essentially untested; lack of competition for rebidding <br />future contracts; and no independent test of the MRF. <br />Mr. Boyum provided his rationale for the quoted rate, and <br />his firm's equipment and personnel costs, facilitating the <br />rate with no additional cost savings feasible at this time. <br />Discussion ensued among Councilmembers, Mr. Boyum <br />and Mr. Pratt. <br />Councilmember Klausing expressed his concern about <br />locking residents into a multi-year contract without <br />conducting a pilot program. <br />Mayor Kysylyczyn opined that pilot programs had been <br />conducted in numerous surrounding suburbs, making a <br />pilot program in Roseville a duplication of efforts and <br />unnecessary. <br />Councilmember Kough opined his support of a single- <br />stream collection as the way of the future; that it would <br />increase volume participation in the City; expressed his <br />preference for a three (3) year contract; further opined a <br />pilot program was unnecessary; and requested <br />consideration of a lower rate by Mr. Boyum. <br />Mr. Pratt attempted to address contract term and program <br />cost issues, specifically further cost-savings for Roseville <br />residents given their proximity to the MRF; additional <br />savings through more automation; lack of competition; <br />
