Regular City Council Minutes - 8/18103 <br />Page 26 <br />and his recommendation to delay the single-stream process <br />until a pilot program has been conducted. <br />Mayor Kysylyczyn berated Mr. Pratt's rationale and his <br />continued lack of support for asingle-stream process. <br />Mr. Pratt attempted to defend his position and interest in <br />representing the best interests of Roseville residents. <br />Councilmember Schroeder concurred with Mayor <br />Kysylyczyn. <br />Further discussion and debate ensued. <br />Roll Call <br />Ayes: Schroeder, Kough and Kysylyczyn. <br />Nays: Klausing and Maschka. <br />Mayor Kysylyczyn directed staff to bring forward a <br />revised contract at the September 15, 2003 regular Council <br />meeting; specifically recommending presenting two <br />options, one for a five year term (three year term, with a <br />two year option), and another for a three year term; and <br />cost comparisons with owning or not owning carts, and <br />related cost comparisons. <br />D. Discuss Employee and Retiree Health Care Insurance <br />Options: 2004 Health Insurance Tier Options and City <br />Contribution to a Cafeteria-style Benefits Plan <br />Human Resources Director Eldona Bacon provided an <br />overview of past discussions and staff direction to provide <br />additional information related to 2004 health insurance tier <br />options related to employees and retirees. Ms. Bacon <br />sought Council direction on their preference on the <br />number of tiers for which to seek quotes from vendors; <br />and determination of City contribution to a cafeteria-style <br />benefit plan, particularly related to impacts on employees <br />with families. <br />Ms. Bacon reviewed various aspects for Council <br />consideration of this item, including number of active <br />2004 Employee & <br />Retiree Health <br />Care Insurance <br />Options <br />
