Regular City Council Minutes - 8/18/03 <br />Page 31 <br />Discussion included original intent for use of funds for a <br />community center; site preparation and creation of pond <br />borne by the developer, in consideration of a pay-as-you- <br />go TIF plan; extension of Terrace Drive; potential <br />legislative changes to the tax rate and/or TIF laws; <br />additional funding sources for HRA purposes (i.e., <br />Ramsey County, sale of homes, and second mortgages); <br />and amount of money available to the HRA and that <br />committed for loan programs. <br />Councilmember Maschka reiterated his concerns <br />expressed at the last meeting regarding the requested HRA <br />levy of $490,000, in addition to TIF increments, without <br />the HRA developing a plan and gaining more experience <br />in project development. <br />Councilmember Kough, as the initiator of a city HRA, <br />stated that he had anticipated a two year pilot program by <br />the Board, cautioning amore conservative approach; <br />opined his lack of support to provide for a maximum levy <br />for the wRA in their initial undertakings; and further <br />opining that the TIF proceeds were earmarked for a <br />community center and should remain for that purpose. <br />Mayor Kysylyczyn opined that he was proud of the work <br />being done by the HRA to-date; that they were dedicated <br />board members and encouraged Councilmembers <br />providing an estimate of their support to the HRA prior to <br />their final preliminary levy request for 2004. <br />Further discussion included Ms. Bennett clarifying that the <br />Council had final determination for parameters for use of <br />wRA and TIF funds; Mayor -flexible equation we're <br />looking for; ownership of Applewood lots (similar to the <br />house on Hamline Avenue); affordable housing concerns <br />of the HRA; and development of closer communication <br />with the HRA. <br />Mayor Kysylyczyn was unable to achieve Council <br />consensus for providing additional direction to Ms. <br />
