Regular City Council Minutes - 8/18/03 <br />Page 32 <br />Bennett and the HRA. <br />After further discussion, Mayor Kysylyczyn determined <br />that no action would be forthcoming from the City <br />Council; and directed Ms. Bennett to inform the HRA that <br />the City Council had rejected their request for a portion of <br />TIF increments to be transferred to the TRA for the Arona <br />Project; and that no additional information was requested <br />by Councilmembers of staff or the HR.A. <br />F. Consider a Housing and Redevelopment Authority Consider an HRA <br />(HRA) Tax Levy for 2004 Tax Levy for 2004 <br />Kysylyczyn moved approval of the HRA tax levy as <br />requested in the amount of $490,000. The motion died for <br />lack of a second. <br />Kysylyczyn moved approval of the HRA tax levy in an <br />amount of $300,000. The motion died for lack of a <br />second. <br />Kysylyczyn moved, Kough seconded, approval of an HRA <br />tax levy for 2004 in the amount of $200,000. <br />Councilmember Klausing spoke against the motion; <br />opining that the HRA and City Council needed to meet <br />together to discuss a number of issues related to their <br />budget, their mission and other items prior to his approval <br />of a tax levy. <br />Mayor Kysylyczyn advised of the upcoming September <br />15, 2003 deadline for adoption of a preliminary 2004 levy <br />and budget for submission to Ramsey County for Truth in <br />Taxation public notice; and requested that Councilmember <br />Klausing reconunend a date for a proposed joint meeting. <br />Councilmember Klausing declined conunent. <br />Tam McGehee, 77 Mid Oaks Lane <br />Ms. McGehee expressed concern that a larger forum was <br />needed to provide more information to the public on the <br />responsibilities outlined for the HRA, and whether it <br />
