Regular City Council Minutes - 8/18/03 <br />Page 33 <br />didn't represent a duplication of the Community <br />Development Department. <br />Debate ensued between Mayor Kysylyczyn and Ms. <br />McGehee. <br />Roll Call <br />Ayes: Schroeder, Kough and Kysylyczyn. <br />Nays: Klausing and Maschka. <br />G. Clarification of City Travel Restrictions <br />Kysylyczyn moved, Schroeder seconded, banning all out- <br />of-state conference travel across the board, extending <br />through December 31, 2004; and all budgeted monies in <br />2004 be reallocated to the shortfall in state aid funding. <br />Councilmember Klausing expressed confusion about the <br />original intent of the motion and its effective date; as well <br />as potential loss of $1,500 in pre-registration fees that <br />would not be refunded if the policy took affect <br />immediately. <br />Mayor Kysylyczyn reviewed his original intent that the <br />motion was to become effective at the August 11, 2003 <br />meeting, and remain in effect until December 3 1, 2004. <br />Councilmember Schroeder spoke in support of providing <br />adequate notice to staff, recommending the policy become <br />effective January 1, 2004; and that no further restrictions <br />be given for the remainder of the 2003 budget year than <br />those already imposed. <br />Schroeder moved, Kysylyczyn seconded, amending the <br />motion to stipulate that it would become effective January <br />1, 2004; that 2003 trips already scheduled would be <br />approved; and the 2004 policy would apply across the <br />board for employees and Councilmember's. <br />Councilmember Kough spoke in support of <br />Councilmembers attending national conferences for <br />networking and lobbying purposes. <br />Clarification of <br />City Travel <br />Restrictions <br />
