<br />Regular City Council Minutes - 9/15/03 <br />Page 11 <br /> <br />through 3.5 of the Report for Council Action dated <br />September 15,2003. <br /> <br />City Planning Consultant Thomas Paschke advised that the <br />minor subdivision met all requirements of City code; and <br />staff recommended approval of the request. <br /> <br />Mayor Kysylyczyn again questioned why a Public Hearing <br />was being held at the Council level and not before the <br />Planning Commission; with Mr. Paschke advising that <br />City code had been amended in 1999 allowing that minor <br />subdivision requests of this nature be addressed at the City <br />Council level. <br /> <br />Mayor Kysylyczyn opened the Public Hearing at 8:07 p.m. <br /> <br />rvls. Massy Christianson <br />Ms. Christianson spoke in OpposItIon to allowing this <br />minor subdivision, rationalizing that property values <br />would be adversely affected; it would be detrimental to <br />area trees and animals; and expressed concern that future <br />assessments for relocation of electrical lines on the rear <br />easement would become the responsibility of individual <br />property owners. <br /> <br />Darren Cox, 940 County Road B <br />Mr. Cox advised that he had discussed the proj ect with the <br />property owner, Mr. Weldon, and was concerned about the <br />future property lines. Mr. Cox opined that Mr. Weldon <br />had initially attempted to sell the current house and the <br />entire parcel, but was unable to obtain his desired price; <br />which allegedly brought Mr. Weldon to his request for a <br />minor subdivision. <br /> <br />Mr. Cox opined that, while Mr. Cox will not be affected <br />by future development of the property, it does adversely <br />affect those property owners remaining adjacent to the <br />parcels due to projected reduced property valuations and <br />proximity to adjoining properties. Mr. Cox further <br />addressed the work done to-date by one of the neighbors <br />on the natural area adj acent to the subj ect property, and the <br />
