<br />Regular City Council Minutes - 9/15/03 <br />Page 16 <br /> <br />provided for Council consideration and staff direction. <br /> <br />Kysylyczyn moved, Schroeder seconded, approval of the <br />simplified Addendum to Agreement for Recycling <br />Collection between the City of Roseville and Waste <br />Management, identified as the document starting at Page 7 <br />of the Staff Report dated September 15, 2003. <br /> <br />Councilmember Kough opined that, after his review of the <br />current contract, he recommended continuing the existing <br />contract for two-sort collection for the remaining 2-1/2 <br />years. Councilmember Kough further opined that <br />accelerating the cost of the program, didn't appear to serve <br />the citizens of Roseville well; and encouraged Waste <br />Management to pursue a pilot single stream collection <br />system for future reference. <br /> <br />Councilmember Kough opined that residents should <br />receive some type of compensation for their participation <br />in a recycling program and effectively lowering costs for <br />Waste Management if a single-stream collection system <br />were implemented. <br /> <br />Mayor Kysylyczyn expressed disappointment with <br />Councilmember Kough's point of view, opining that a <br />single-stream collection system had been utilized and <br />proven effective in twenty (20) other metropolitan <br />communities, and would also succeed in Roseville. <br /> <br />Councilmember Kough clarified that his concern wasn't <br />that it wouldn't work, but that residents needed to be <br />indoctrinated into a new system, and it could be <br />considered in the future, when additional providers could <br />offer competitive bids for single-stream collection. <br />Councilmember Kough expressed his support of the Waste <br />Management firm, and their operations to-date. <br /> <br />Further debate continued between Mayor Kysylyczyn and <br />Councilmember Kough in an attempt to gain consensus. <br /> <br />Discussion items included container purchase, <br />
