<br />Regular City Council Minutes - 9/15/03 <br />Page 21 <br /> <br />After further discussion, Kough withdrew reconsideration <br />of the previous Council action. <br /> <br />City Attorney Squires, at approximately 10:20 p.m., by <br />Point of Order, alerted Mayor Kysylyczyn to the lateness <br />of the hour and the need for Council action related to <br />adopting resolutions related to the 2004 Tax Levy and <br />Budget for submission to Ramsey County by 12:00 <br />midnight to avoid negative ramifications. <br /> <br />While Mayor Kysylyczyn recognized this concern, <br />discussion on the Recycling Collection system continued. <br /> <br />Councilmembers reiterated their positions related to the <br />curbside recycling program and current contract, and <br />potential pilot program to consider a single-stream sort <br />system. <br /> <br />With no apparent consensus available, Mayor Kysylyczyn <br />tabled further discussion until the September 22, 2003 <br />regular Council meeting. <br /> <br />B. Applewood Pointe (Arona Project): 1) Use of City Applewood Pointe <br />Land Sale Proceeds; 2) Use of City Tax Increment (Arona Project) <br />Financing (TIF) Proceeds from Existing City TIF <br />District No. 12 and Consider Amending the City's <br />Financial Plan for TIF District No. 12; and 3) Housing <br />and Redevelopment Authority (HRA) Request for <br />Funds to Support Affordable Workforce Housing at <br />Applewood Pointe. <br />Community Development Director and Economic <br />Development Specialist and HRA Executive Director <br />Cathy Bennett provided several diagrams in an attempt to <br />outline and obtain a more definitive decision on the <br />direction to pursue for revenues generated from the Arona <br />site. <br /> <br />Ms. Bennett outlined available land and tax increment <br />proceeds, and a potential process to amend the TIF plan <br />for future development costs fro housing or other tax <br />increment options, with several suggestions of staff. <br />
