<br />Regular City Council Minutes - 9/15/03 <br />Page 22 <br /> <br />3.0 <br />Schroeder moved, Kysylyczyn seconded, directing staff, <br />related to the use of the Arona Proceeds, to follow the <br />proposal by staff including, an estimated $1.1 Million for <br />Arona development costs; an estimated $.09 Million in <br />uncommitted TIF; $1.28 Million in land sale proceeds of <br />which $275,000 would be earmarked for HRA use and <br />$1.05 Million for the Parks improvement program. <br /> <br />Councilmember Klausing sought clarification on the intent <br />of the motion as it related to the total 2004 proposed <br />funding for the HRA with $200,000 Levy Authority and <br />an additional $275,000 allotment of proceeds. <br /> <br />Councilmember Schroeder confirmed his intent to provide <br />$200,000 Levy Authority, in addition to the $275,000 <br />from the land proceeds. <br /> <br />Further discussion ensued related to the proposed HRA <br />Levy for 2004. <br /> <br />Ms. Bennett reviewed the Master Plan objectives of the <br />HRA and lot sales at the Arona site through a non-profit <br />housing organization to provide housing for first time <br />home buyers identified as reduced work force affordable <br />price housing. <br /> <br />Community Development Director Dennis Welsch <br />reviewed the initial direction received from the Council to <br />the HRA related to affordable, inter-generational <br />neighborhood housing in the Arona proj ect. <br /> <br />HRA Chair Bill Majerus was also available for comment. <br /> <br />Further discussion ensued regarding future use and <br />restrictive conditions available to the Council to use <br />related to land proceed revenues. <br /> <br />Ms. Bennett advised that the original proposed levy <br />request had been reduced by the HRA in case the Council <br />
