<br />Regular City Council Minutes - 9/15/03 <br />Page 25 <br /> <br />Mayor Kysylyczyn confirmed the intent for appointment <br />of energetic and capable appointees to the HRA. <br /> <br />Roll Call <br />Ayes: Schroeder, Kough and Kysylyczyn. <br />Nays: Klausing. <br /> <br />D. <br /> <br />Consider Adopting a Tentative, Not to Exceed City <br />Tax Levy and City Budget for 2004 <br />Kysylyczyn moved, Schroeder seconded, adoption of a <br />draft resolution distributed as a Bench Handout by and <br />identified by Mayor Kysylyczyn as "Resolution No.1," <br />and entitled "Resolution Submitting the Preliminary <br />Property Tax Levy on Real Estate to the Ramsey County <br />Auditor for the Fiscal Year of 2004," outlining a total tax <br />levy of $9,652,884, plus the Housing and RedeveloprI1ent <br />Authority (HRA) Levy as previously adopted in prior <br />action at tonight's meeting. <br /> <br />Councilmember Klausing sought clarification of the <br />intent of Mayor Kysylyczyn and Councilmember <br />Schroeder in submitting this proposed action, which <br />represented less than the previously-agreed-upon zero <br />percent levy increase of an additional approximate <br />$100,000. <br /> <br />Councilmember Schroeder and Mayor Kysylyczyn <br />proceeded to clarify and defend the math in achieving <br />their net levy figures. <br /> <br />At approximately 11 :45 p.m., Councilmember Klausing <br />sought comment from Finance Director Chris Miller as to <br />the ramifications of the proposed 2004 Levy resolution. <br /> <br />Mayor Kysylyczyn refused comment from Mr. Miller, <br />stating that, "The Finance Director is an employee, not a <br />policy maker," and continued debate with <br />Councilmember Klausing relating to the rationale for <br />considering the proposed action. <br /> <br />Resolution 10141 <br />Resolution 10142 <br />Resolution 10143 <br />Adopting a <br />Tentative, Not to <br />Exceed City Tax <br />Levy and City <br />Budget for 2004 <br />
