<br />Regular City Council Minutes 9/15/03 <br />Page 3 <br /> <br />with each option; reviewed afternoon peak hour <br />demographics and the existing level of service considered <br />at a "level B" with an average delay of thirteen (13) <br />seconds per vehicle; and reviewed the accident history at <br />the intersection, with the majority of those accidents <br />occurring prior to 2001 when the County had reconfigured <br />the lanes. <br /> <br />Mr. Soler advised that Ramsey County anticipated <br />incorporating the preferred option in the Spring of 2004 by <br />Ramsey County staff; and recommended that the signal <br />equipment be modified to accommodate the split phasing <br />option, dependent on traffic volume. <br /> <br />Mr. Soler advised that his purpose this evening was to <br />inform the Council and public of the County's intentions <br />and to solicit feedback prior to completion of the <br />intersection work. <br /> <br />Mr. Soler responded to several other areas of concern and <br />projects to-date within Roseville for the benefit of the <br />Council and public, including the AHa Vista and Dale <br />Street areas. <br /> <br />No Council action was required. <br /> <br />B. Final Reading and Enactment of a Bus Bench Ordinance 1294 <br />Ordinance Bus Bench <br />Public Works Director Duane Schwartz reviewed two Ordinance <br />drafts of a bench ordinance as included in the Council <br />packet. Mr. Schwartz advised that "Attachment A" was <br />the ordinance originally presented in August of 2003 to the <br />Council for consideration, while "Attachment B" <br />incorporated additional revisions to the ordinance as <br />requested by the firm Outdoor Promotions, included as <br />"Attachment C." Mr. Schwartz advised that <br />representatives of bus bench firm U.S. Bench were also <br />present at tonight's meeting for comment. <br /> <br />Mr. Schwartz advised that the changes reflected in the <br />revised ordinance, "Attachment B," addressed <br />
