Report on Nuisance Code Violation at 2147 Rice Street Report on Nuisance <br />Code Violation at <br />Kysy1yczyn moved, Kough seconded directing staff to 2147 Rice Street <br />work with the City's Prosecuting Attorney to issue a <br />Ramsey County Court citation to the owner of 2147 Rice <br />Street North, for violation of City Code. <br /> <br />Community Development Director Dennis Welsh <br />reviewed history of nuisance issues at this address; and <br />presented updated pictures taken earlier on September 22, <br />2003 and sought further direction from the City Council. <br />Mr. Welsch advised that the property owner was not <br />present at tonight's meeting. <br /> <br />Counci1member Kough spoke in favor of the court <br />process, in that the property owner had been given ample <br />opportunity to cooperate with the City in clean up efforts. <br /> <br />Mayor Kysy1yczyn opined his support of the abatement <br />process as being more effective and recognizing the <br />overloading of court systems; but recognized that this case <br />may involve materials stored on the lot that had intrinsic <br />
