Regular City Council Minutes -10/13/03 <br />Page 13 <br />pooling of staff; and requested further information from <br />staff and Councilmember Maschka related to the Fire <br />Relief Association and unfunded liability issues. <br />Councilmember Maschka concurred with requesting <br />Finance Director Miller to research the Fire Relief <br />Association liability issue and provide additional <br />information for Council review and consideration. <br />Further discussion ensued related to a moratorium on Fire <br />Department purchases and training; those that were <br />necessary for continued operations of the core functions of <br />the department, and those that were earmarked for <br />emergency medical response provisions. <br />Mayor Kysylyczyn concluded the budget discussion with <br />direction to City Manager Beets acid Finance Director <br />Miller to meet with Mr. Al Sands for outline debt <br />reduction information, as well as those items discussed <br />tonight, and return to Council with requested information <br />and a summary of consensus items and accurate figures. <br />C. Consider Fire Vehicles Consider Fire <br />Councilmember Klausing noted previous Council action Vehicles <br />related to authorizing repairs to Fire Department vehicles <br />#31 and 32 respectively; and sought comment and <br />perspective from Mayor Kysylyczyn and Councilmember <br />Schroeder following their personal inspection of the <br />vehicles. <br />Mayor Kysylyczyn referenced the staff report dated <br />September 15, 2003 from Fire Chief Gasaway and the <br />options presented to the Council, while not factually <br />representing the condition of the vehicles and necessary <br />repairs. <br />Debate ensued between Councilmember Klausing and <br />Mayor Kysylyczyn as to the representations of staff. <br />Councilmember Schroeder interjected that, had <br />Councilmember Klausing personally inspected the <br />
