Regular City Council Minutes -10/13/03 <br />Page 12 <br />the League of Minnesota Cities Insurance Trust (LMCIT); <br />COLA clarification by City Manager Beets regarding <br />contract negotiations for 2003 and 2004; and impacts to <br />staff and specific departments in delaying replacement of <br />smaller equipment items. <br />Mayor Kysylyczyn noted that Councilmember Schroeder's <br />comment regarding identifying equal dollar shifts with <br />specific tax funded areas needed to be identified to <br />determine the actual impact. <br />Mayor Kysylyczyn noted that while he didn't submit his <br />recommendations in writing, he concurred with the <br />majority of the recommendations identified by <br />Councilmembers Kough and Schroeder. Mayor <br />Kysylyczyn identified several areas of concern (i.e., <br />surr~rner 'tike pa~~°oi; cadet prograrfi; n-~ileage; arld buiidirlg <br />maintenance and reducing janitorial staff). <br />Mayor Kysylyczyn noted his concern related to reducing <br />City support of the I-35W Corridor Coalition and the <br />Northwest Youth and Family Services (NYFS), as the <br />City's decisions affected the other cities involved in those <br />coalitions. <br />Councilmember Maschka concurred with Mayor <br />Kysylyczyn's comments related to the I-35W Corridor <br />Coalition and the NYFS. <br />Mayor Kysylyczyn opined that he could not support <br />Councilmember Kough's recommendation for a limited <br />motorcycle patrol for the Police Department at this time. <br />While noting several other areas that he preferred further <br />discussion (i.e., aggressive skate park operational costs; <br />in-house website for code revisions; and building <br />maintenance figures), Mayor Kysylyczyn was in <br />agreement with the direction being taken by <br />Councilmembers on the 2004 budget. <br />Mayor Kysylyczyn addressed health care costs and <br />equalization of benefits among employees; supported <br />
