Regular City Council Minutes -10/13/03 <br />Page ? <br />Department to abate those City Code violations identified <br />in the staff report dated October 13, 2003„ that are still in <br />violation and to assess costs of the work to property taxes. <br />7.1 <br />Kysylyczyn moved, Schroeder seconded, authorizing the <br />Conununity Development Department to abate those City <br />Code violations identified in the staff report dated October <br />13, 2003 that are still in violation, and to assess costs for <br />the work to the property taxes for the parcel located at <br />1992 Cleveland Avenue; recognizing the bid parameters <br />outlined in the staff report, Section 6.1. <br />Mr. Welsch recognized the major improvements <br />accomplished to-date and credited the property owner and <br />code staff, in addition to the patience of abutting <br />neighbors; recognizing approximately 100 hours of staff <br />time over the last two (2} years. <br />Roll Call <br />Ayes: Maschka, Klausing, Kough, Schroeder, and <br />Kysylyczyn. <br />Nays: None. <br />B. Ryan Twin Lakes Designated Developer Status <br />(PF 3232) <br />3.1 <br />Kysylyczyn moved, Schroeder seconded, adoption of <br />Resolution No. 10153 entitled, "Resolution ;" authorizing <br />the conclusion of the first offer obligation under the <br />Development Agreement by and between the City of <br />Roseville and Ryan Twin Lakes Limited Partnership for <br />the Twin Lakes Development Subdistrict, effective <br />November 24, 2003. <br />Conrlmunity Development Director Dennis Welsh <br />reviewed the background of the designated developer <br />status with Ryan Companies. Mr. Welsch noted positive <br />accomplishments of the agreement, providing new <br />development and jobs, major Brownfield clean up, <br />additional tax base, and other amenities.
