Regular City Council Minutes -10/13/03 <br />Page S <br />further noted today's development market and the <br />revisions necessary in the City's Master Plan; and advised <br />that Mr. Kent Carlson of Ryan Companies was in the <br />audience and available to address questions or concerns of <br />the Council. <br />Discussion included the exclusive rights of a designated <br />developer; tax increment financing assistance; "first offer <br />rights" definitions; advantages and disadvantages of <br />maintaining a master developer; and the relationship <br />between master developers and sub-developers. <br />Kent Carlson, Ryan Companies <br />Mr. Carlson thanked the Roseville City Council and staff <br />for their support in completion of past development <br />projects, and reviewed his interpretation of the role of a <br />master/iead developer ii1 the context of coordinating <br />efforts and resources. <br />Councilmember discussion with Mr. Carlson and staff <br />included the length of exclusive "first offer rights;" comp. <br />plan revisions; environmentally sensitive properties <br />remaining in the Twin Lakes development. <br />John Johansen, Welsch Companies, partnering with <br />Roseville Properties <br />Mr. Johansen opined the process that will have to happen <br />in the private sector and required cooperation of all parties <br />involved in completing the Twin Lakes development. Mr. <br />Johansen cautioned use of any type of artificial restriction, <br />making development more confusing and difficult and <br />making the market more competitive. Mr. Johansen <br />further opined that, given the nature of the remaining <br />parcel acquisition, whoever the purchaser was, they would <br />require eminent domain proceedings, and public financial <br />assistance. Mr. Johansen identified global issues for the <br />overall Twin Lakes development, including improvements <br />to Cleveland Avenue; Twin Lakes Parkway land and <br />reconstruction costs; substantial regional storm drainage <br />issues; and the need for all properties in the development <br />to participate in their pro-rata share of those issues. <br />
