Other Business <br /> <br />A. City Anderson - Filling Council Vacancies <br />City Attorney Anderson provided a legal opinion on his <br />review of State Statue 412 related to filling Council <br />vacancies and holding Special elections, with considerable <br />discussion ensuing. City Attorney Anderson advised that <br />he would need to further review State Statute related to <br />tin1ing issues and procedural parameters. Mr. Anderson <br />advised that he and his staff were continuing to make <br />inquiries of and research other municipalities and <br />resources on their practices, and any variations from the <br />Statutes mandatory requirements. <br /> <br />Joe Machyowsky, 2690 North Oxford <br />On behalf of Thon1as Jefferson, didn't have in mind that <br />we would appoint officials to elected posts and as a <br />citizen, he opined that he would not like to see the City <br />Council make an appointment and wants to see a Special <br />Election. <br /> <br />City Manager Beets and Finance Director Miller were <br />directed to research the estimated cost of holding a Special <br />Election to fill a Council vacancy. <br /> <br />City Attorney Anderson was directed to continue his <br />research with other municipalities for their practices for <br />Special Elections; the necessity of holding a Primary for a <br />Special Election; time deadlines and blackout dates. <br /> <br />B. Mayor Kysylyczyn, A Written Report dated October <br />20, 2003, Concerning the Mark Munson/Chief <br />Gasaway Issue of August 2003. <br />Mayor Kysylyczyn brought to the Council and public's <br />attention his wri tten concerns regarding an alleged <br />en1ployee Inisconduct situation. <br /> <br />Other Business <br />
