Regular City Council Minutes -10/20/03 Page 24 Prior to his review of this alleged situation, Mayor Kysylyczyn addressed several other issues, advising that he would have written complaints to bring forward at a future n1eeting on these issues as well (i.e., Allina's proposed development and the City's issuance of Industrial Revenue bonds; and alleged misrepresentation by staff of recycling data). Councilnlember Klausing questioned Mayor Kysylyczyn as to whether he had discussed these concerns with City Manager Beets prior to their presentation at a public Council nleeting. Councilnlenlber Klausing took issue with Mayor Kysylyczyn's interpretation and editorial comment on the written nlaterial presented; opining that it would have been procedurally appropriate to bring the items to City Manager Beets for his initial investigation in his role as City Manager. City Attorney Anderson spoke to the role of City Councilnlenlbers and the City Attorney, opining that the conlplaint should have appropriately been forwarded directly to the City Manager for his determination if an investigation was warranted; with a copy provided to Councihnenlbers for their information, put not addressed in a public fornnl. City Attorney Anderson further addressed the itenls presented and the public versus private data involved. Councilnlember IZlausing responded that, in light of the conUllents of City Attorney Anderson, the item should be refen"ed to City Manager Beets for his review and a detennination as to whether an investigation was required.
