Regular City Council Minutes - 10/20/03
Page 6

November 17,2003.

Mayor Kysylyczyn requested that Commissioner
McDonough provide a sample resolution to City Manager
Beets similar to those adopted by other cities to-date.

Counciln1ember Klausing requested additional information
fron1 Finance Director Miller and the City's IT staff
regarding the impact to staff, and downsides, positives,
and related comments.

Councilmember Schroeder concurred and further
requested that staff provide an accountability level
whereby staff and the City Council could estimate when
the City's involvement in the process began to negatively
impact staff, and how to determine when attendance at the
meetings would were no longer beneficial and the City's
participation needed termination.

Mayor Kysylyczyn opined that the issue was two-pronged:
the level of participation required by the City, and the
maXilTIUm commitment staff can make. Mayor
Kysylyczyn further opined that the former is an unknown
quantity initially; but that the latter could be calculated by
staff in a limited way.

Councilmember Schroeder concurred, but opined that such
a benchmark would be beneficial for all parties initially
involved to determine the effectiveness of the City's
participation.

Counciln1ember Klausing spoke in favor of the motion,
prin1arily as an opportunity to obtain additional
inforn1ation.

Councilmember Kough spoke against the motion, opining
that the City of Roseville didn't need to be involved at this
time.
Roll Call
Ayes: Maschka, Klausing, Schroeder and Kysylyczyn.
Nays: Kough.
