<br />Regular City Council Minutes - 11/17/03 <br />Page 11 <br /> <br />Mr . Johnson expressed his pride in being a Roseville <br />resident and the sound government provided by the City <br />Council, the great school system, City amenities through <br />the parks and recreation programs; but expressed concern <br />with the possibility that the Council may start reducing <br />parks and recreation amenities (i.e., OVAL); concurring <br />with Dr. Thein's eloquent comments, and asking that the <br />City maintain the City's current quality of life for existing <br />and future residents. <br /> <br />Mayor Kysylyczyn thanked those appearing for their <br />comments, advising that they would be considered by <br />Councilmembers in their decision-making process; and <br />encouraged further oral or written public comment be <br />directed to City Manager Beets, staff, Councilmembers at <br />any time, or at the Truth-in- Taxation Hearing scheduled <br />for Monday, December 8, 2003. Mayor Kysylyczyn <br />encouraged that public comments be signed, with an <br />address and phone number, to allow Councilmembers to <br />individually contact residents. <br /> <br />Mayor Kysylyczyn closed the 2004 City Budget portion of <br />the Public Hearings at 7:50 p.m. and moved on to the <br />Process for Filling the City Council Vacancy/Special <br />Election portion of the Public Hearing. <br /> <br />B. Review Draft Ordinance Establishing a Special <br />Election, and Hold Public Hearing Concerning the <br />Process for Filling of City Council Vacancy <br />Kysylyczyn moved, Schroeder seconded, first reading of <br />an Ordinance entitled, "An Ordinance Amending Title <br />One, Section 103.06, Filling A Council Vacancy," calling <br />for immediate institution of the process for a Special <br />Election; inserting the number "six (6) months" in both <br />areas of Section 103.06 B, addressing the number of <br />months remaining in the unexpired term and the if the <br />vacancy occurred more than six months before the next <br />regular city election; and striking Section 103.06 C in its <br />entirety related to a Special Primary Election. <br />City Manager Beets noted that staff was in the process of <br />making copies of the draft ordinance under discussion for <br /> <br />Review Draft <br />Ordinance <br />Establishing a <br />Special Election, <br />and Hold Public <br />Hearing <br />Concerning the <br />Process for Filling <br />of City Council <br />Vacancy <br />
