<br />Regular City Council Minutes - 11/17/03 <br />Page 19 <br /> <br />Mr. Sands provided a Bench Handout with his revisions to <br />the proposed ordinance under discussion. <br /> <br />A brief discussion ensued as to the advantages, <br />disadvantages and legalities of Mr. Sands' recommended <br />reVISIons. <br /> <br />Mr. Sands concluded that he was in support of the right to <br />elect to fill Council vacancies. <br /> <br />Dan Roe, 2100 Avon Street <br />Mr. Roe advised that his comments were not addressed to <br />any particular people or office, but he discouraged <br />"unelected incumbencies," given their perceived <br />advantages in future elections. Mr. Roe volunteered his <br />services as a "caretaker" appointee if it would assist in the <br />process. <br /> <br />Mayor Kysylyczyn closed this portion of the Public <br />Hearing at 9:47 p.m., and opened the floor for Council <br />discussion. <br /> <br />Mayor Kysylyczyn clarified with City Attorney Squires <br />several public comments made during the Public Hearing <br />(i.e., instant run-off voting that is not allowed under <br />current state statutes; and appointment of "second place" <br />vote getters at the discretion of the City Council as per <br />ordinance). City Attorney Squires further clarified that it <br />was at the Council's discretion as to whether to hold a <br />Primary prior to the Special Election. <br /> <br />Further discussion included the cost of and rationale for a <br />Primary Election; the recommendations of Mr. Sands for <br />ordinance amendments with City Attorney Squires voicing <br />some concern without additional review and consideration <br />of those recommended amendments; and clarification of <br />the original motion as it related to further amendment. <br /> <br />Councilmember Klausing rei terated his concerns that <br />when the Council met in Special Session on Wednesday, <br />November 5, 2003 to canvass election results, the non- <br />
