<br />Regular City Council Minutes -11/17/03 <br />Page 23 <br /> <br />Community Development Director Dennis Welsch <br />reviewed the request before the Council with North <br />Heights Church having returned with more detail as <br />previously requested by Councilmembers for the two <br />phases and outlined the proj ect components in both phases <br />and timeframes of zero to five years, and five to fifteen <br />years respectively. Mr. Welsch noted that the Planning <br />Commission had recommended approval on a 5/2 vote, <br />and that staff was recommending approval of the proj ect in <br />the three motions as outlined in the staff report dated <br />November 17, 2003. Mr. Welsch further noted that the <br />applicants, as well as City Planner Paschke, were In <br />attendance for the Council's convenience. <br /> <br />Mayor Kysylyczyn requested clarification of those two <br />Planning Commissioners' rationale for not recommending <br />approval. <br /> <br />Mr . Welsch advised that there concerns were related to <br />additional traffic on W oodridge, which the applicant had <br />addressed with a gated parking area in Phase II; and one <br />Commissioner taking issue with the mass of the proposed <br />building, rather than that originally proposed. <br /> <br />Councilmember Kough sought clarification as to the <br />proposed length of construction periods for each Phase of <br />the proj ect. <br /> <br />Councilmember Schroeder reiterated his original concerns <br />related to traffic issues on W oodridge; and his <br />recommendation for a one-way driveway off County Road <br />C, given it's placement in conjunction to the intersection <br />of County Road C and Rice Street. <br /> <br />Community Development Director Welsch reviewed the <br />concerns expressed by Councilmembers, and discussions <br />among staff, the applicant and Planning Commissioners. <br /> <br />Discussion components included site slopes; flow of bus, <br />vehicular and pedestrian traffic on the site and safety <br /> <br />Street (PF 3449) <br />
