<br />Regular City Council Minutes -11/17/03 <br />Page 26 <br /> <br />Section 9.3 of the staff report. <br /> <br />Roll Call <br />Ayes: Maschka, Schroeder, Kough, Klausing and <br />Kysylyczyn. <br />Nays: None. <br /> <br />9.2 <br />Kysylyczyn moved, Schroeder seconded, approval of the <br />Final Development Plan for Phase I (three story K-12 <br />school, 750 seat auditorium, 400 seat gymnasium, offices, <br />support rooms, 83 on-site parking spaces); and approval of <br />the General Concept Plan for Phase II (1,200 seat <br />sanctuary, classrooms, offices, support rooms, and 41 7 on- <br />site parking spaces), and associated site improvements, for <br />the property located at 2651 and 2701 Rice Street, subject <br />to the conditions of Section 8 of the project report dated <br />April 2, 2003. <br />Roll Call <br />Ayes: Maschka, Schroeder, Kough, Klausing and <br />Kysylyczyn. <br />Nays: None. <br /> <br />9.3 <br />Schroeder moved, Kough seconded, approval of a <br />Planned Unit Development Agreement between the City <br />of Roseville and North Heights Lutheran Church, a not- <br />for-profit organization, 2651 and 2701 Rice Street, <br />Roseville, MN, for the Phase I redevelopment project by <br />North Heights Lutheran Church; with the addition of two <br />additional conditions as follows: 1) The entrance on <br />County Road C be a "right-in, right-out" only; and 2) The <br />pick up and drop off area be restricted to the north parking <br />lot for safety considerations. <br /> <br />Ken Kerns, North Heights Lutheran Church <br />Representative <br />Mr. Kerns commented that the major portion of Phase II <br />construction was anticipated during the summer months <br />while students were not attending classes on a daily basis, <br />which should accommodate traffic flow accordingly. <br />
