Reports and Recommendations <br /> <br />Fire Relief Association Query of Development Attorney <br />Prior to the next agenda item, Mayor Kysylyczyn requested an <br />opinion from the City's Development Attorney, Jim Casserly, <br />related to the Fire Relief Association and state statute <br />requirements related to application of fiscal disparities to levies <br />applied by other taxing jurisdictions. <br /> <br />Mr. Casserly responded that it was his initial opInIon that <br />whether the City or the Relief Association made certification to <br />the County Auditor, fiscal disparities would remain applicable. <br /> <br />A. Redevelopment of Twin Lakes, including the Potential <br />Addition of the Allina Health Care Corporate <br />Headquarters, the Potential for Special Tax Increment <br />Financing (TIF) Legislation, a Comprehensive Land <br />Acquisition and Environmental Remediation Program, <br />and other related issues <br />Councilmember Maschka distributed as a Bench Handout, <br />three proposed motions he had prepared for tonight's <br />discussion. <br /> <br />The first proposed motion was to accept the preliminary <br />proposal of Rottlund Companies to be designated as the <br />Master Developer for the 275 acre Twin Lakes <br />Redevelopment Area, subject to completion of a <br />preliminary Master Developer Agreement to be prepared <br />by City Development Attorney Jim Casserly, and <br />approved by the City Council at the December 8, 2003 <br />meeting; and providing 90 days thereafter to complete a <br />final Development Agreement.
