<br />Regular City Council Minutes -11/17/03 <br />Page 32 <br /> <br />Maschka, recognizing the lateness of the hour and public <br />perception, withdrew his original motion and further <br />moved, with Klausing seconding continuation of this issue <br />until the regular nleeting ofNovenlber 24, 2003. <br /> <br />Roll Call <br />Ayes: Maschka, Schroeder, Kough, Klausing and <br />Kysylyczyn. <br />Nays: None. <br /> <br />Kysylyczyn moved, Schroeder seconded, tabling the <br />motion to direct staff to prepare options for an advisory <br />stakeholder team for Council review and approval on <br />December 8, 2003, with its purpose to work with a Master <br />Developer to ensure that the City's goals and objectives <br />for the Twin Lakes Master Plan were realized. <br /> <br />Roll Call <br />Ayes: Maschka, Sclu'oeder, Kough, Klausing and <br />Kysylyczyn. <br />Nays: None. <br /> <br />Maschka moved, Sclu.oeder seconded, directing staff to <br />prepare a City of Roseville proposal for Allina, in <br />response to the Allina/R yan Conlpanies concept for the <br />Allina headquarters building at Twin Lakes, to be <br />reviewed/approved by the Council on November 24,2003. <br /> <br />Councilmember I(lausing expressed his excitement related <br />to Allina's relocation to the conl111unity, and opined his <br />support of the nlotion. <br /> <br />Councilmember Kough opined his commitment to the <br />project and support of the nlotion, with reservations due to <br />Allina's tax-free status as a medical institution. <br /> <br />Councilmember Maschka advised that discussions were <br />underway related to the taxes for PILOT (payment in lieu <br />of taxes) financing, but would be clarified in Allina's <br />proposal. <br />
