<br />Regular City Council Minutes -11/17/03 <br />Page 33 <br /> <br />Roll Call <br />Ayes: Maschka, Schroeder, I(ough, Klausing and <br />Kysylyczyn. <br />Nays: None. <br /> <br />Mayor Kysylyczyn questioned Councilmember Schroeder on <br />any interest in adjourning the n1eeting until Tuesday afternoon; <br />with Councilmember Sclu'oeder responding negatively. <br /> <br />B. <br /> <br />Consider Modifying the Development Program for <br />Development District No. 1 and the Tax Increment <br />Financing Plan for Tax Increment Financing District <br />No. 12 (Arona, Applewood Pointe) <br />Community Developn1ent Director Dennis Welsch and <br />Economic Developer Cathy Bennett advised that the <br />purpose of this agenda was for discussion purposes only <br />prior to the scheduled Decenlber 8, 2003, Public Hearing; <br />and provided a brief overview, with the City's <br />Development Attorney Jim Casserly still in the audience <br />to field questions. <br /> <br />Discussion iten1s included revisions required in the Tax <br />Increment Financing (TIF) Plan given changes in state <br />statute requiren1ents and the pending amounts; Arona site <br />proceeds and TIF generated for site development costs <br />(i.e., ponding, pathways, roadway construction); and <br />developer participation at thirty percent (30%) for Phase I, <br />with Phase II still outstanding. <br /> <br />Ms. Bennett advised that the flow chart would be modified <br />to reflect the current status. <br /> <br />IX. <br /> <br />Organizational Business <br /> <br />A.
