<br />Regular City Council Minutes -11/24/03 <br />Page 11 <br /> <br />Councilmember Maschka noted the need for a timely <br />response to Allina regarding relocation of their corporate <br />headquarters, with the City of Roseville one of their three <br />preferred choices. <br /> <br />Given the amendment to the n10tion accepted by the maker <br />for the inclusion of the word "tentative, " Councilmember <br />Schroeder withdrew his second to the original motion. <br /> <br />Councilmember Klausing seconded, the original motion. <br /> <br />Counciln1ember Kough expressed concen1 about the pace <br />the decision-making was taking, and requested a <br />Workshop meeting to have more extensive discussions, <br />particularly related to the position of Master Developer; <br />and the non-profit/non-taxpaying status of Allina and <br />ramifications. <br /> <br />Councilmember Kough concurred with Councilmember <br />Maschka's desire to deal with the entire 275 acre parcel <br />and spoke in support of the motion, recommending a <br />Workshop be held prior to further consideration at the <br />December 8,2003 regular City Council n1eeting. <br /> <br />Mayor Kysylyczyn clarified the motion currently before <br />the Council, opining that the wording "preliminary," <br />related to the Master Developer was self-explanatory, and <br />that the Prelin1inary Master Developer Agreement would <br />return to the Council at their December 8, 2003 regular <br />meeting as outlined in the motion. <br /> <br />Mayor Kysylyczyn called for public comment at this time. <br /> <br />Al Sands, 2612 AIdine <br />Mr. Sands spoke in opposition to any Master Developer <br />Agreement at this time, opining that such a document was <br />premature; concurring with Councilmember Kough's <br />recommendation for a Workshop. Mr. Sands referred to a <br />recent article related to urban land development; the need <br />to involve current property owners in the process; eminent <br />domain and condemnation concerns; and recommended <br />
