Regular City Council Minutes -11/24/03 Page 11 Councilmember Maschka noted the need for a timely response to Allina regarding relocation of their corporate headquarters, with the City of Roseville one of their three preferred choices. Given the amendment to the n10tion accepted by the maker for the inclusion of the word "tentative, " Councilmember Schroeder withdrew his second to the original motion. Councilmember Klausing seconded, the original motion. Counciln1ember Kough expressed concen1 about the pace the decision-making was taking, and requested a Workshop meeting to have more extensive discussions, particularly related to the position of Master Developer; and the non-profit/non-taxpaying status of Allina and ramifications. Councilmember Kough concurred with Councilmember Maschka's desire to deal with the entire 275 acre parcel and spoke in support of the motion, recommending a Workshop be held prior to further consideration at the December 8,2003 regular City Council n1eeting. Mayor Kysylyczyn clarified the motion currently before the Council, opining that the wording "preliminary," related to the Master Developer was self-explanatory, and that the Prelin1inary Master Developer Agreement would return to the Council at their December 8, 2003 regular meeting as outlined in the motion. Mayor Kysylyczyn called for public comment at this time. Al Sands, 2612 AIdine Mr. Sands spoke in opposition to any Master Developer Agreement at this time, opining that such a document was premature; concurring with Councilmember Kough's recommendation for a Workshop.
