City Attorney Anderson <br />recon1mended striking son1e language and <br />revIsIng to read as follows; Council <br />concurred. <br />Mayor - #4 - use of eminent domain - <br />people more comfortable - CITY <br />AGREED TO CONSIDER - <br />CA - strike lihas agreed to, Ii and put iimayli <br /> <br />"The use of en1inent domain IS an <br />available public purpose tool that the City <br />has agreed to Y8e [may] consider within <br />the Twin Lakes Redevelopment area, <br />which includes the Allina site, to further <br />the public purposes of the Twin Lakes <br />Redevelopment Plan. As a last resort, <br />establish fair market value, the City will <br />[may] use this tool to assist Allina in <br />acqUIrIng the necessary land for their <br />project. " <br /> <br />Community Development Director <br />Welsch noted that there IS no tax <br />increment financing (TIF) proposed in this <br />proposal at all; that it would be based on <br />fair market value at the end of <br />negotiations, which n1ay require use of <br />condemnation. <br />No con1ffient; Council consensus. <br />No COll1ll1ent; Council consensus. <br />No comment; Council consensus. <br />
