<br />Regular City Council Minutes - 11/24/03 <br />Page 21 <br /> <br />Janet Delmore to the City's Human Rights Commission Commissioners <br />for an unspecified term (either 3/31/04 or 3/31/06); and <br />appointment of Robert H. Blank to the Planning <br />Commission for the term expiring March 31, 2007; and <br />directed staff to continue advertising for the second <br />vacancy on the Human Rights Commission. <br /> <br />Mayor Kysylyczyn reviewed the resumes and qualification <br />of respective candidates. <br /> <br />Mayor Kysylyczyn noted that Planning COl11ll11SS10n <br />applicant, Daniel W. Boerigter, was in the audience at <br />tonight's meeting. <br />Roll Call <br />Ayes: Maschka, Schroeder, Kough, Klausing and <br />Kysylyczyn. <br />Nays: l~one. <br /> <br />B. <br /> <br />Consider the Process for Filing Complaints against <br />City Staff <br />Mayor Kysylyczyn noted that, while a majority of this <br />issue is covered under attorney/client privilege through <br />confidential letters fron1 the City Attorney to each <br />Councilmember under separate cover and currently under <br />investigation by the City Attorney's office, one potential <br />change could be discussed in open session. <br /> <br />Consider the <br />Process for Filing <br />Complaints against <br />City Staff <br /> <br />Mayor Kysylyczyn advised that prior practice for a citizen <br />or member of the City Council to file a complaint, their <br />only option was to process that complaint through the City <br />Manager's office; and if you wanted to make a complaint <br />about the City Manager, you could contract the City <br />Attorney. Mayor Kysylyczyn advised that a new process <br />had been implemented that a citizen or Councilmen1ber <br />could go through either the City Manager or the City <br />Attorney pursuant to their preference. <br /> <br />City AttoTI1ey Anderson clarified the intent of the revised <br />process in his response to a previously-posed question, his <br />intent was that if the complaint might involve the City <br />Manager, or a situation existed or allegedly existed where <br />
