<br />Regular City Council Minutes - 11/24/03 <br />Page 7 <br /> <br />Klausing's philosophy and rationale related to the <br />necessity of a Primary; opining his lack of support for a <br />Prin1ary given tin1ing issues; and reiterating his previous <br />position that those receiving a majority vote in a Primary <br />Election won in the General Election as well; further <br />restated his lack of support for additional costs for a <br />Primary Election; and spoke in support of providing <br />residents the opportunity to elect a candidate to the <br />vacancy as soon as feasibly possible and avoiding <br />unnecessary additional costs to candidates. <br /> <br />Mayor Kysylyczyn spoke against the aI11endment to the <br />motion; opining his interpretation of various majority vote <br />getters with and without a Primary Election; cost of <br />elections; and his personal opinion related to the rationale <br />for Councilmember Klausing's amendment as an effort to <br />stall the process. <br /> <br />Councilmember Kough concurred with the statements <br />opined by Councilmen1ber Schroeder opining his rationale <br />of costs for candidates, short-term versus long-term <br />appointments; and not showing favoritism of candidates. <br /> <br />City Attorney Anderson, in response to a question of <br />Councilmember Kough's, viewed Councilmember <br />Klausing's recommended amendment as a mInor <br />modification to the language of the ordinance. <br /> <br />Councilmember Klausing spoke in support of the <br />amendment to the motion, as evidenced by previous public <br />comment related to the residents' desire to hold Primary <br />Elections. <br /> <br />In response to a question of Mayor Kysylyczyn, City <br />Attorney Anderson addressed the minin1um of 70 days <br />required and approximate earliest dates for a Primary <br />Election (April 6, 2004 or forty-nine days before the <br />Special Election) and Special Election (May 25, 2004) as <br />it related to time requirements according to state statute for <br />filing of candidate affidavits after declaration of a <br />vacancy; with the time adjusted if a Primary Election was <br />
