<br />Regular City Council Minutes - 11/24/03 <br />Page 8 <br /> <br />not held. <br /> <br />Councilmember Klausing recognized his previous <br />incorrect statement related to timing between the Primary <br />and Special Elections; opining his continued support of the <br />an1endment. <br /> <br />City Attorney Anderson, in response to a question of <br />Councilmember Kough, noted that provisions binding <br />state legislative processes did not apply to municipalities. <br /> <br />Mayor Kysylyczyn reviewed the n10tion on the table, <br />noting that an affirmative vote would be in support of a <br />Primary Election; and a negative vote would not support a <br />Primary Election. <br />Amendment to add a Primary <br />Ron Can <br />Ayes: Maschka and Klausing. <br />Nays: Schroeder, Kough and Kysylyczyn. <br /> <br />Klausing moved, Maschka seconded, an amendment to the <br />draft ordinance regarding Special Elections, that if a <br />candidate receives more than fifty percent (50%) of the <br />votes in the Special Primary Election, a Special General <br />Election will not be held. <br /> <br />Councilmember Klausing opined that this option would <br />address additional delays in Primary and Special Elections <br />and his concern about a small plurality of the vote. <br /> <br />Counciln1en1ber Schroeder spoke against the amendment, <br />noting the difficulty in notifying the residents of the need <br />to return to vote; opining that this was not a plausible <br />alternative. <br /> <br />Klausing - to Schroeder - not sure how to address, assume <br />same way through election office - not sure if we need to <br />take action this week, if you want Carolyn Curti to address <br /> <br />Further debate ensued among Councilmembers Klausing <br />and Schroeder and Mayor Kysylyczyn. <br />
