<br />City Council Regular Meeting - 03/27/06 <br />Minutes - Page 10 <br /> <br />recently-elected Councilmember for the City of Mahtomedi. <br /> <br />Public Works Director Duane Schwartz reviewed the <br />background of the County Road C Reconstruction Project, noting <br />that the first phase had consisted of the roadway between Long <br />Lake Road and Snelling Avenue with construction started in <br />2005 and nearing completion. Mr. Schwartz advised that the <br />second phase would construct the roadway between Snelling <br />Avenue and Oxford Street and was proposed to start this <br />summer. <br /> <br />Mr. Schwartz noted that the two projects described in the <br />feasibility report originally presented to the City Council in <br />March of 2005 consisted of Ramsey County roadway <br />reconstruction, followed by the Roseville Streetscape project, <br />with both limited to the area between Snelling Avenue and <br />Oxford Street. <br /> <br />Mayor Klausing opened the Public Hearing at 6:38 p.m. <br /> <br />City Engineer Deb Bloom noted that numerous information <br />meetings had been held with property owners regarding County <br />Road C over the last five years. Ms. Bloom noted that, while <br />closely related, the reconstruction project and the streetscape <br />project both had different funding sources and schedules. <br /> <br />Ramsey County Engineer Dan Soler reviewed the reconstruction <br />project consisting of replacement of existing pavement <br />constructed to accommodate five lanes if future additional <br />capacity was warranted, with current roadway widening, addition <br />of a two-way center turn lane or median as applicable, addition <br />of right turn lanes at Hamline and Lexington Avenues at County <br />Road C to improve intersection capacity, as well as adjustments <br />to signal timing to ensure optimum efficiency. Mr. Soler <br />reviewed related storm water improvements (i.e., rain gardens <br />and storm water infiltration basins); the proposed installation of <br />temporary fencing along the south side of County Road C to <br />separate the construction zone from the pathway, allowing for <br />use of the pathway during the summer; installation of a sidewalk <br />along the north side of the roadway; and restriping lanes. <br /> <br />improvement <br />
