City Council Regular Meeting - 03/27/06 Minutes - Page 15 Kough moved, Maschka seconded, approval of the Lake Owasso Safe Boating Association's request for permit from the Ramsey County Sheriff to a water ski course and water ski jump on Lake Owasso for the 2006 season. Roll Call Ayes: Maschka; Pust; Ihlan; Kough and Klausing. Nays: None. 9. Consider Community Visioning At the request of Mayor Klausing, Councilmember Pust reviewed the past community-wide visioning process from 1992 for the Vista 2000 Project; noted that that report is outdated following its adoption 15 years ago; and proposed that the City Council again engage citizens in an organized process of community visioning to effectively and efficiently guide the accomplishment of the city's business. Councilmember Pust noted that a subcommittee of her and Councilmembers Ihlan and Maschka, at Council appointment and direction, had met together for the purpose of refining the proposal and identifying the next action steps for the Council to consider. Councilmember Pust and sub-committee, at the March 20, 2006 Council Study Session, had presented a draft (Version II) Community Visioning Proposal, noting that it was a "work in progress." The subcommittee had further refined and updated the proposal (Version 4), and Councilmember Pust presented that proposal at tonight's meeting. Councilmember Pust reviewed the proposal in detail, and sought Council comment; along with the following Council action at tonight's meeting: 1) Discussion of budget implications, including direction regarding source and amount of funding currently available, if any, to support community visioning proposal. If sufficient funding is not currently available, Council should discuss moving the Visioning process back to 2007 in order to identify funding sources in the 2006 budget process. 2) If sufficient funding is available, consideration and approval of the March 22, 2006 process proposal, with Consider Community Visioning
