<br />City Council Regular Meeting - 03/27/06 <br />Minutes - Page 20 <br /> <br />presented. <br /> <br />Discussion included emergency agenda items and whether a <br />simple majority or four/fifths majority was prudent; with <br />Councilmember Maschka recommending removal of the 2/3' s <br />majority from the final paragraph of the proposed resolution. <br /> <br />Public Comment <br />John KysyIyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn expressed concern that this proposed resolution <br />was not included in the Council packet; and opined that the <br />proposed resolution didn't answer Councilmelnber Pust' s request <br />for a one-day earlier Council packet delivery. Mr. Kysylyczyn <br />further opined that the staff shouldn't be spending taxpayer time <br />on non-consensus issues; and questioned the ethic and legal <br />challenges of requiring more than a simple majority vote. <br /> <br />Al Sands, 2612 AIdine <br />Mr. Sands had e-mailed his comments to the City Council over <br />the weekend; and opined that it was unduly burdensome for <br />Councilmembers to only have the weekend for review and <br />research on the reams of material presented; and recommended a <br />four-day minimum to facilitate staff and Council schedules and <br />workloads. <br /> <br />Mayor Klausing noted that the resolution under consideration <br />and discussion was not related to when the Council packet was <br />delivered; and at Council consensus, could be addressed <br />separately. <br /> <br />Mayor Klausing, with Councilmember Maschka's approval, as <br />seconder of the motion, made several language amendments to <br />the proposed resolution. <br /> <br />Further discussion included staff and Council information- <br />gathering timeframes and processes; and actual logistics of <br />Agenda items and time needed for preparation depending on <br />their complexity or simplicity. <br /> <br />Councilmember Kough spoke in support of the current process <br />for including Council-initiated items on the agenda to facilitate <br />
