<br />City Council Study Session - 04/17/06 <br />Minutes - Page 10 <br /> <br />Council agendas, but that they were processed through the <br />City Manager to manage time effectively with staff <br />performing the day-to-day work and they were expected to <br />generate relevant information to the City Council to allow <br />informed decision-making. <br /> <br />Councilmember Ihlan conceded that the City Manager's <br />reports provided a preview of upcoming agenda items. <br /> <br />5.e <br /> <br />Request of Councilmember Ihlan to Consider the <br />Community Development Director Position <br />Councilmember Ihlan addressed her preference to add a <br />motion to the regular business meeting of April 24, 2006 <br />proposing that the position vacancy be frozen until the City <br />Council has an opportunity to review and consider <br />restructuring the position. Councilmelnber Ihlan noted <br />that, while the City }Aanager made hiring decisions, the <br />City Council made policy decisions and all positions <br />should be reviewed by the City Council when they became <br />vacant and prior to reauthorizing rehiring a position. <br /> <br />Discussion included the Community Development <br />Department's current structure; potential vacancy in the <br />City Manager position and possible combination of those <br />positions; the Assistant City Manager position and possible <br />reinstatement of the position; and expanding the position <br />description of the Community Development Director to <br />include not just land use, but city-owned facility <br />management. <br /> <br />Councilmember Kough concurred with Councilmember <br />Ihlan's recommendation expressing his preference for <br />employees hired by the City, rather than consulting services <br />to better control costs to the City. <br /> <br />Councilmember Pust opined that, while it made sense to <br />always and continually re-evaluate positions and that the <br />City Council be available to provide input regarding the <br />positions and their structure, she was not supportive of <br />freezing hiring for management positions when doing so <br />may inhibit the day-to-day business of the City. <br /> <br />Councilmember <br />Ihlan <br />Consider the <br />Community <br />Development <br />Director Position <br />
